Well, the proportions and examples of this and that are varied depending on whom you talk to.
Ask a Swede now and they were all anti-German during the war.....sorta like asking the French populace in Vichy.....they were all in the RESISTANCE!
[BTW, There is an interesting corollary TV series called “Occupied” about the inner workings of a current Russian occupation of Sweden and what happens internally with the government and with ‘rebels’. The only bad thing is it is in Swedish so you have to put up with the subtitles and watch enough to really see what could happen.]
