Sine Qua Non

1 - A board for Priorities USA Action SuperPAC that includes:

You and Jim Messina as Chairs Capricia Marshall (The donors all respect her immensely) Paul Begala Minyon Moore Michael Whouley (Harold Ickes and Greg Speed are already on the Board)

I think that if we are serious about having a functioning SuperPAC for her, it is imperative to have you and Jim as Chairs, and particularly important to have Michael and the Dewey Square folks to definitively get us out of this asinine us vs. Ready For Hillary world. No matter what name the SuperPAC has, or who is involved with it, it will run into the same problems with regard to Ready for Hillary. So if we are all serious about having it, everyone should be involved. If this happens, donors will understand where to give money.

2 – A real understanding of what Ready for Hillary is doing. If we get that, then maybe we can discuss again a capping their contributions and having us grant them money for operations. That is going to be a very tall order given that he said they would cap, and they are very publicly soliciting above the cap.

3 – An agreement that satisfies Steve Bing, Jefrey Katzenberg, and Haim Saban. I think that once we have a structure that is ready to move, everyone will come along, even if it is begrudgingly at first.

Now that we have the framework for a path forward, I think we need to agree on our mission and our announcement. I think it makes sense to work backwards from our announcement.

Announcement

When: I think we need to announce by the end of July, so that we do not lose any more time, and we do not get lost in the confluence of stories around the filings of the various Superpacs which will be public on July 31.

[Priorities USA Action will file with $3.2 million cash on hand, but we will show very little fundraising activity for the first half of the year. The two main expenditures we will show are $100,000 to Emily’s list per earlier conversations about their polling/focus group project, and $250,000 to Senate Majority PAC for the Mass. special. I think that we should make an initial transfer to Ready 4, and be prepared to make that public even though it will not be included in the current filing. Obviously, we all need to have comfort level on mission and budget, but as they are agreeing to cap donations at $5,000, I think we should do an initial $500,000, based on Craig’s estimate of a $4.1 million budget for this year. When we discuss the budgets I think we can lock in some regular schedule for transfers.]

What do we say: I think we need to be able to say who we are, who is supporting us, and what we are doing.

Board – Priorities board currently consists of Harold Ickes, Greg Speed from America Votes, and there is one vacancy – we have discussed on an option for that slot. In addition, we discussed having an Executive Board consisting of you and Jim as co-chairs, and adding:
Minyon
Michael
Charlie
Paul
Me

We need to include other constituencies, we should brainstorm suggestions. In addition, there was the suggestion for labor leaders, we should discuss how to proceed.

Donors – I think we should be able to say which big donors are committed – even if it is not part of a press release, we should be able to tell reporters. I think we should ask the following:
Haim Saban
Steve Bing
Jefrey Katzenberg
Fred Eychaner

Diana Rogalle is the only finance person we have on staff currently. I think that we should do a meeting or call with her and Jonathan Mantz and Jay Dunn to make sure we reach out to all of the donors who will send the best signal. I have attached a list of Priorities’ donors above $100,000 from last cycle.

Mission – I think for the purposes of the announcement we need to have at least the framework of what our pitch to donors will be – we will combat GOP attacks, we will build a database akin to 2012, we will engage in research. We need to flesh this out with Jim.
The other mission announcement is that we are for Hillary – we need to decide how we declare this, and decide how we describe our relationship to Ready 4.

I think there are two operational necessities for the announcement:
1 – Engage someone to do press. I would recommend Ty Matsdorf who works for Jim, and was the Communications Director for American Bridge for most of last cycle, and has a lot of experience in the i.e. space.

2 – Engage a web vendor to stand up the website so that it is current with the new mission. I think it would be good if we can engage Dewey Square for this.

Next Steps, let me know how you want to proceed on each:
1- Solidify Board membership – I think you or I should circulate the proposed list, and then we can lock in board appointments
2- Lock in donors – As I suggested above, I think you and I should do a call or meeting with Diana Rogalle, Jonathan Mantz, and Jay Dunn, and perhaps with Harold as well, so that we can lock in a group of core supporters that we can announce.
3- Lock in plan/budget. I am going to meet with Charlie Baker on Thursday. Right now the Priorities team consists of me, Paul, Diana, a research staffer, and a compliance consultant. I am open to suggestions for staff and consultants going forward, and I think it is imperative to incorporate Dewey’s ideas.
4- We should meet or have another call on Friday.

Careful, you have to be clear between a “PAC” and a “SuperPAC”...
They are totally different kinds of entities legally.

Wikipedia says it was set up in 2011 but these emails are from 2013?

You are right that this is illegal (I think) but that is because it is a “Super” PAC not a PAC as in your incorrect headline. Campaigns are legally allowed to coordinate with a PAC but not with a SuperPAC.

WIKI--Saban became involved in politics in the mid-1990s when he felt that support for Israel was slipping in the United States.[5] Saban has been a generous and consistent donor to the United States Democratic Party according to his mandatory Federal Election Commission filings.

Mother Jones, in an analysis of the major donors to the campaigns of 1998 election cycle, ranked Saban 155th among individual donors.[23] Amy Paris noted that Saban's Clinton-era "generosity did not go unrewarded. During the Clinton administration, the entertainment executive served on the President's Export Council, advising the White House on trade issues."[23]

The New York Times reported that Haim and his wife "slept in the White House several times during President Clinton's two terms." Saban remains close friends with the former President. Clinton described Saban as a "very good friend and supporter."[5]

In September 2004, Hillary Clinton described Saban as a very good friend, supporter and adviser: "I am grateful for his commitment to Israel, to a just and lasting peace in the Middle East and to my foundation's work, particularly on reconciliation issues."[5] In May 2007, Haim publicly declared his support for Clinton in 2008 presidential election.[20]

In June 2007, Saban and Steven Spielberg co-hosted a Hillary Clinton fundraiser at the house of Peter Chernin, the President of News Corporation.[26] According to the Los Angeles Times,[26] the fundraiser brought in over $850,000.

In March 2008, Saban was among a group of major Jewish donors to sign a letter to Democratic Party house leader Nancy Pelosi warning her to "keep out of the Democratic presidential primaries."[27] The donors, who "were strong supporters of Sen. Hillary Rodham Clinton presidential campaign", "were incensed by a March 16 interview in which Pelosi said that party 'superdelegates' should heed the will of the majority in selecting a candidate."[27] The letter to Pelosi stated the donors "have been strong supporters of the DCCC" and implied, according to The Jewish Telegraphic Agency,[27] that Pelosi could lose their financial support in important upcoming congressional elections.

Saban, a long-time supporter and donor of many pro-Jewish and Israel causes, has stated his main goal in multiple interviews: "I'm a one-issue guy, and my issue is Israel."[38]

Haim Saban touts himself as a worldwide pioneer and leader in the entertainment industry. He is the Chairman and CEO of Saban Capital Group, Inc.
