You have forgotten the 1934 Act. When gangsters were doing each other in, the congress decided we can’t have the bad guys killing each other with machine guns, we have to put a stop to that. Move forward fifty two years and the 1986 version effectively bans the citizenry from owning machine guns. Maybe not immediately, but through obsolescence, age, breakage, the citizenry has been outgunned by their oppressors, through the power of the pen.
