It’s not clear whether these “surrogates” are actual media employees, or simply private volunteers who agreed to go on social media and shill for Hillary. If the first, it is a real scandal, if the second, not so much; they’re just using social media instead of going door-to-door.

No, it’s clear. Those are listed as 2 separate categories in this very email. The 372 are specifically media surrogates, provided with talking points and trained to defend Hillary on-air, while the 15,000 are the shills who are being directed via email what to post on social media each day.
