Where have you seen any reference that John Podesta was the author of that email?
I’ve seen copies of it posted here, and didn’t see where he was the originator. Please correct me if I’m wrong.

I think if she doesn't say it once, people will notice and say we false started in Iowa.
He forgot the quotes, but you can infer them from "I think we should use it". The sentence only makes sense if he means Hillary has tired of the phrase.
