I think, in Ryans view, the down ticket guys are expendable if it means no Trump presidency. If he’s house leader or not doesn’t matter to him long term. He can step up to the trough in any case.
This was sarcasm to this quote:

Read the whole sentence - in 2012, as part of the Romney campaign. Senor lives in New York, and is unaffiliated with Paul Ryan. Blame Romney if you want, who brought Senor into the campaign in 2008 and 2012.
