I take the Metro North line which terminates at Grand Central. The last couple of miles (under Park Ave in the upper West Side) is always the slowest part of the trip, because once you get to Grand Central, the tracks come to an abrupt end. That's why they call it Grand Central Terminal as opposed to Grand Central Station. It is where all the trains come to the end of the line.

I'm sure that it would be the same over in NJ. as that is also a terminus. It's where the trains reach the end of the line.

I have come into the city multiple times on the Hudson Line. The speed that the train approaches Hoboken is pretty much the same.
