You’re right that nobody seems to care enough to make them redirect it to Haiti and the Haitians.

Part of it I would assume, but they also lined the pockets of rich cronies:
“... would allow a group of rich donors to run the country for 18 months ...”
To launder much of it back to political ads, friendly ‘gifts’ to media and judges, etc. In other words — ‘walking around money’.
Thus, someone can do their dirty work for them with no Clinton fingerprints.
