The REASON CAIR is concerned about backlash is because the muslims would ATTACK whoever or whatever individual/group was responsible for harming muslims here and believe, then, that Americans are going to do the same to them. That is the REASON.

The very first play in the Muslim playbook: After terror attack, play the victim card.
No mention of the victims of the attacks. No ostracizing the perpetrator. No public statement condemning terrorist attacks. No call for terrorists to renounce their acts in the name of Islam. Nope, if that is expressed, it takes a back seat to “We’re the victims here.”
