The perp was wandering around shooting at cars, then the cops came and shot/arrested him. Low profile, not.
It is a trap and a diversion.

They've since clarified that to he was reported by someone to be sleeping in a doorway to a local business. When cops aroused him he got up and started shooting randomly at passing cars, as well as shooting and hitting a police officer.
