The assumption here is that "emotionally disturbed" and "terrorist threat" are separate issues. The reality is that terrorists seem to specifically recruit the emotionally disturbed to carry out suicide attacks.
If you have somebody who is disturbed enough to want to commit suicide, it's much easier to convince him to do the suicide as a jihad mission.
