FDR’s disability was not widely publicized. His injuries (probably misdiagnosed as polio) had happened as a younger man, and he was a lively, stentorian speaker. Nothing was said about his congestive heart failure in 1944 due to the war.
Wilson didn’t have his stroke until 1919. The world did not learn of the stroke until 1923. I’ve never heard that he was ill in 1916.

Wilson was basically useless for the last part of his first term.
People knew FDR was ill, they just didn't print it in the papers.
