I thought they learned from the Bin Laden mission that you have to use Barry's indecision against him. If you ask him to start a mission it will never happen. You have to put him in the position of deciding to stop an ongoing mission. Then his penchant for indecision will allow the mission to go forward.

Obama inexplicably refuses interrupt his golf game to authorize rescue of hostages on one day. The next day, when the seals are authorized and go one the mission, they find that the hostages have suddenly been moved and are no longer at the site of the rescue.
The only reasonable explanation is that President Obama delayed the mission so that the terrorists could be tipped off and escape with the hostages.
