For starters he’s dressed as senior enlisted, not an officer. He doesn’t look old enough or rugged enough for the role.

That is not an actor and he is NOT a Naval officer.

He is retired United States Navy Reserve Chief Culinary Specialist Oscar Flores.

The only reason he could be there in uniform is because it was a Memorial Day parade and not a political event. Cough, cough, sure it wasn't.

Well a Navy Enlisted....but point taken.

(black leather instead of gold braid chinstrap above the visor and no shoulder boards is enlisted (likely a chief petty officer, but I can’t see the sleeve)
