This, like the first $400M ransom payment, was a money laundering operation and therefore had to be in cash.
There are laws explicitly prohibiting any payment of this kind to Iran in any form, but Obama is pretending, and wants us to believe, that paying ransom via U.S. dollars converted into Euros &c is legal even though paying ransom via U.S. dollars converted into a wire transfer is not.
