Personally, if you watch the video where the still is pulled from I think its pretty obvious that you can see a cord indicating thats it a lapel mic. In any case, I’d be interested to know his name and background because I’m guessing he’s not a run of the mill agent.

He’s not Secret Service: He is not dressed like them; he wears colored shirts and grey suits. SS wear black suits and white shirts. He touches Hillary; SS are NOT supposed to touch the person they are protecting. He gives instructions to Hillary that are unrelated to security concerns; he told her to keep talking and that everything would be alright when she froze due to protesters.
