I have to roll back my original hypothesis that this was Hillary's dealer / medic acclimating her to a brain filled with opium to control her coughs during debates.
He is probably one of the permanent 'trusted' SS agents assigned to BJ Clinton and friend of the family. I make that judgement by this picture.
A gun is clearly seen on his hip and his girth could be explained by not having the same requirements as the VIP protection agents.
