Force all police departments to adhere to them exactly.
The cops lose most of their ammo (because it is explosive, which they cannot have) and then have to patrol the streets with only one magazine or so.

I think Obama would view cops losing most of their ammo as a fringe benefit. I think Obama WANTS more dead cops.
