I haven't thoroughly read the Constitution for quite some time but I cannot recall that being mentioned anywhere. Presidential elections are covered in Article II and the twelfth amendment. The nearest thing I can find is Clause 4, which states "The Congress may determine the Time of chusing [sic] the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States."
The way I read that the first Tuesday after the first Monday in November is a Congressional choice, but nowhere does it say the sitting (or golfing) president has any part in the matter. Not that the law means anything to the gang of Chicago sodomite thugs. In a sane world the Sergeant at Arms of the House would have been instructed to arrest Obama years ago.
