There is no written evidence that Hillary Clinton or her top aides completed ethics training when they started working at the State Department, even though its required by federal law, according to a report released Thursday.
Records show that just three of nine top Clinton aides took the mandated training for new employees. The records also suggest that neither Clinton nor seven top aides required to take subsequent annual training completed it.
Many of the aides including Cheryl Mills, Huma Abedin and Jake Sullivan hold key positions with the Democratic nominees presidential campaign.
The Trump campaign was quick to pounce.
Hillary Clinton and her aides reportedly skipped their ethics training. That would make sense, since Hillary was planning a criminal enterprise trading government favors for cash, said Stephen Miller, the GOP nominees national policy director, referring to ties between the State Department and the Clinton Foundation.

So no, the Hillary team did not care enough to take the course, which is usually online and takes an hour or so.
The training for Hillary and her minions would be the highest level of security, so would take maybe half a day.
For the 99.999% who work for or contract with the U.S. govenment, it is a requirement. No excuses or you are out the door.

I don’t see how “Plausible Deniability” could possibly be a defense. Anyone who is too stupid to know right from wrong without taking an ethics class is too stupid to be President.
It’s not a defense to anyone but Hillary. They have to set up a narrative to give their constituents something to latch on to.
