Couldn’t the government have contracted this important job out to some American Manufacturer? Surely there are industries with the lower 48 who could make these and make them correctly. Prisoners may have sabotaged it and laughed about it.

"FPI officials pre-selected helmets for what were supposed to be random quality checks, the IG report found, and staff directed inmates to alter documents to falsely indicate that helmets passed inspection and met contract specifications. That's an act of sabotage during a war.
Kill the FPI officials.
