Something I read recently said that terrorists are told to wear uniforms of some kind so that their presence won’t be questioned if they would otherwise seem out of place. Police uniform, cable guy, etc. Of course in this case, he wouldn’t have seemed out of place being that this event took place outside of a mosque. So maybe he was just a janitor on his way to work.
