Unfortunately, you’re talking about a society that (apparently) genuinely thinks that a slogan on a bracelet is going to stop a rapist. For the Swedes to suddenly become so forward as to actually lay hands on, execute, and dump in a remote ditch or quarry, any “refugee” rapist, there would have to be a major shift in their perception of social norms.
