Technically it is. The school districts can do as they please all over the country, but they lose federal dollars if they go their own way...........

While getting the Feds out of the schooling business is an improvement it is not the solution. The fundamental problem is that government schooling is a socialist-entitlement. It has always be corrupt. Read John Gatto.
