I’ve seen several where he’s actually sitting with her....he’s just too out of shape for SS....and e gets too close to her....
Here’s the video of his recent intervention....forget looking at her and focus on when he enters...how he touches her hand breaking her zoning out, tells her she’ll be okay...then proceeds to keep the security team at a distance from her....

If you compare Hillary’s (fight or flight zoning out) and how the SS handled the situation...to Trumps (Fight mode) and his SS team coming up tight and close....which is exactly as they’re trained to do...there’s quite a difference.
I don’t think the way the black guy put his hands to the chest of the other agents is SOP for SS. That’s where the weapons are.
Seems like the black guy is a medical handler as you have surmised, more concerned with the optics of what has occurred rather than any security issue.
He does not look like the SS guy in charge—who would merely nod to the others or speak curtly and command them what to do.
This guy is all over the place. And he wants them off the stage ASAP.

Another thing that is strange is what BG (Black Guy) says to HRC and does.
“You’re OK.” Puts arm around HRC and pats her on her back.

Hillary cackles.

At 45 seconds, the black guy is seen gesturing to the SS guy on the right, as if saying, “You’re way too close. Get off the stage completely so she’ll calm down.”
At 1:55, she’s walking down the stairs unassisted.
I agree with you about the black guy being medical. Or maybe a LE/psy person who is dually trained in LE and working with anxiety disorders/substance abuse issue. He is doing things NO regular SS agent would ever be allowed to do by The Queen, mainly touching her. Normally, she would’ve thrown him off the stage!
