What’s a ‘Department’? An area? Do you have to have restrictions/special privileges to practice in these in New York?

The NYS Bar is comprised of 5 departments, according to geography. You can practice in any department once you are admitted.

I just find it strange that he was admitted in the (Upstate) Third Department, rather than the First or Second, which cover NYC and the surrounding areas.
