I have, for many years, maintained that the punishment for vandalism should be public shaming. My proposal has the miscreant placed in a cage in a shopping mall — modern version of the town square. Nobody can physically harm him, but people can hurl insults.
Your cage idea would be a variation of the stocks or the pillory. The stocks held the perp by the feet, with the perp seated on the pavement or public platfrom; while the pillory held the neck and wrists while the perp stood.
A side issue to the public shame of being in one of those restraints, was the fact of passers-by stopping to hurl insults upon the perp, or slap him, or otherwise register their disapproval and condemnation, including physical assault in some form. Dousing with water was a mild one.
I remember reading in American History classes that the perp would sometimes experience bodily injuries during his time in public restraints. This was very effective in convincing the perp that he never wanted to do anything to get himself into that sort of punishment again.
One of the problems with today’s society is that from infancy, children rarely receive corporal punishment at home; and never at school. The little snowflakes are sheltered from any hint of disapproval or shame. Nobody loses. Everybody gets a trophy.
Egos are constantly massaged. And when they reach adulthood, if they don’t feel like working for a living, they go on welfare...or go into crime....or both.
And the next step up from that? Illegals coming across the border do not get far before someone from welfare meets them and coaches them in accessing all the public largesse; stuff that legal citizens are denied. Vote buying, mostly by democRATS.
