Bill isn't, but Hillary is. She's a moron, and always has been.

She is an excellent example of something called the Dunning–Kruger effect, which is well explained in a Wikipedia article. Here's a quote:

The Dunning–Kruger effect is a cognitive bias in which relatively unskilled individuals suffer from illusory superiority, mistakenly assessing their ability to be much higher than it really is.

Dunning and Kruger attributed this bias to a metacognitive inability of the unskilled to recognize their own ineptitude and evaluate their own ability accurately.

I am indebted to FReeper coloradan for cluing me in to this concept, which is so relevant to todays world and the many moronic bozos who occupy the attention of the public.
