Sometimes they carry significance like planting your flag, as even moderate Muslims are frequently on board with spreading Shira, though they may disagree about proper means with their more subversive or militant counterparts.
They can make it provisional that no sharia law is promoted, weapons and explosives are banned; and that a sound barrier be constructed to surround the grounds to disallow disturbance of the peace by the ‘call to prayer’.
