"This is very bizarre. It's like they're getting a merit badge for being arrested."

So no one can leave.
They put a fence like that around Downtown Pittsburgh a few years back for one of the G-meetings. It looked like a concentration camp from a dystopian movie.
Hell, just call in an airstrike! :)
Arrested? What, no amnesty? Heartless Dems!
Well look at that..a FENCE..something that liberals say that Trump wont be able to build across the border, here the Dems did it, a fence..to protect them from angry Commies

I don't think so.
They're not even taking care of themselves.

the wall is reportedly about 4 miles around http://www.theamericanmirror.com/dnc-erects-four-mile-fence-around-philly-convention-site/ and it’s mostly parking lots for the three stadiums. I doubt any of it is private. I’ve never seen any private type signs including parking lot signs.
Temporarily, yes. You cannot cross a police line or you spend a night in jail. Its used for crime scenes and crowd control. Normally, a police line is for a short time until the police get control again.
