I heard a movie reviewer today saying that this film really didn't have that much content related to the Clintons. Is this the case?

I would say that material directly related to Bill and Hillary commands about 15% of the film only.
the core objective of the film seems to be a correction of some extremely major historical misconceptions that 90% of Americans harbor.

it first gives you the history of the democratic party so you have context for Hillary only the last 30 minutes of the movie is about Hillary.
