Based on the information in the 28 pages, George W. Bush violated his oath of office. He committed treason against the people of the US by aiding and abetting the Saudi government. He should have been impeached. Today he should be tried for treason and sent away for a long prison sentence.

At the time there was talk on FR that the wars in Afghanistan and Iraq were to establish military bases, and air superiority over Iran. If you look at a map you can see why this might have been plausible.
That idea faded as the war dragged on and the traitorous left went after Bush.
Obama put the sword through any leverage we had over Iran with his demonstrated love affair with Islam, and thus Iran.
This is probably the biggest question of all...why did we go to Iraq? I read the 28 pages. I come away looking for at more than a dozen Saudi people who are either government people or royal family....and they are seriously connected to the planning or helping individuals who will carry this out. All of these characters are Saudi...NOT Iraqi.
