The family of Philando Castile has shared a copy of his permit to carry letter with Fox 9. The permit was issued by Hennepin County on June 4, 2015.

If I had to guess, what I think happened was the officer was nervous, approached the car, was told about the gun permit became more nervous, and he and or the other officer gave conflicting commands.
“Let me see your license and gun permit”

From my understanding (however useful that may be), if a cop stops anyone, in a car or out of a car, and the person (whether asked to show ID or not) reaches in the direction of a weapon, he’s asking to get shot. I wasn’t really trying to bring up intention, other than if the Lavish/Diamond/relatives say that he was just reaching for ID.
If ID and gun are right next to each other, it means he was reaching for gun as far as any rational personal is concerned. If he was rational, then he would tell the cop “I have a gun in (X location). What do you want me to do now? or something like that. I hope I’m clear...I think I haven’t been lately...
