If Comey recommends indictment and Lynch refuses to indict, I’d say it would create a political/constitutional crisis that would be even more damaging to Hillary than an indictment.

Well sure, if you could get it in front of the Cameras in such a way that it cannot be denied that Comey recommended indictment. However, I do not believe that is how they play this game.

Comey will "decide for himself" not to recommend indictment. At least he will if he knows what is good for him.

They will point to his "decision" and then tell everyone "all is well."

According to the article, Comey must recommend one way or the other. And his recommendation will be made public.

Comey is on the hot seat and there are no pleasant alternatives for him. Nevertheless, he must recommend YEA or NAY on charges.
