Speaking at the European Parliament on June 23, PA President Mahmoud Abbas alleged that only a week before, some Israeli rabbis had demanded "that their government poison the water in order to kill the Palestinians," saying that this was incitement to mass murder. The address aired on the Palestinian Authority's official TV channel. Two days later, his office issued a retraction, which, according to The New York Times, read in part: "After it has become evident that the alleged statements by a rabbi on poisoning Palestinian wells, which were reported by various media outlets, are baseless, President Mahmoud Abbas has affirmed that he didn't intend to do harm to Judaism or to offend Jewish people around the world."

Mahmoud Abbas: "The Israelis raise the issue of incitement, even though the Israeli incitement never ceases, and the actions of the occupation and the settlers never stop.

Does this not constitute incitement? Does this not constitute clear incitement to the mass murder of the Palestinian people? We are against incitement."
