When Khaddifi ordered his army to shoot Libyans, 75% of the army deserted and headed back to their provinces to protect their families. As the army retreated back home, the armories were left unguarded, allowing assorted factions to help themselves to various weaponry, probably including personal bulletproof vests.
When TSHF in Libya, a whole bunch of weaponry, munitions and accessories became available. Believe me, nobody stood there like a stupid shithead protecting armories.
