And the Arabs attacked during the peaceful and holy month of ramadan. If memory serves it was Israel who attacked, launching their preemptive strike before the Arabs could. And while it's problematic whether the Arabs would have attacked there was no way any rational government could have taken that risk that it was all bluster.
