YOKOSUKA, Japan (NNS) – Commander, U.S. 7th Fleet (C7F) and Commander, U.S. Naval Forces Japan (CNFJ) announced temporary liberty curtailment and restrictions on alcohol consumption for all Sailors in Japan as a response to a recent trend of alcohol-related incidents detrimental to the U.S.-Japan Alliance.
Effective immediately, Sailors are prohibited from drinking alcohol, on and off base. Additionally, all off-base liberty will be curtailed.
Sailors who live off base will be permitted to travel to and from work and engage in official actions such as childcare drop-off and pickup, trips to the grocery store, gas stations or the gym.
The liberty curtailment will remain in effect until face-to-face training has been conducted by unit commanding officers, executive officers and command master chiefs with all personnel.
The alcohol restriction will remain in effect until C7F and CNFJ are comfortable that all personnel understand the impact of responsible behavior on the U.S.-Japan Alliance and the United States’ ability to provide security and stability in the Indo-Asia-Pacific.
“These measures are not taken lightly,” said Rear Adm. Matthew Carter, CNFJ. “For decades, we have enjoyed a strong relationship with the people of Japan. It is imperative that each Sailor understand how our actions affect that relationship, and the U.S.-Japan Alliance as a whole.
The order extends to all Sailors assigned or forward deployed to Japan, as well as transient Sailors and units in Japan for temporary duty.
“The overwhelming majority of our Sailors are doing an outstanding job every single day,” said Vice Adm. Joseph Aucoin, C7F. “But that same majority—at every paygrade--is also responsible for providing leadership on all levels. We will not condone misconduct that impacts our ability to conduct our mission or which jeopardizes our critical alliance with Japan.”
Punish everyone for the actions of the obvious known few. I am sure its not a surprise to the officers who did the sex crimes.

This is the harshest level of restriction since Sept. 11, 2001. Harsher, when you consider that the base lockdown then did not prohibit on base drinking.
Within ten years...no American GI will be able to consume alcohol once he steps off US soil, until he returns.
I sense 0bama’s hand in this, to further destroy military morale. Nothing to do with readiness and international relations.

I imagine the CPO club will be closed. The order say all alcohol consumption, on and off base. I read that to mean in quarters as well. I have never seen a restriction that blanket.
The military is obsessed with alcohol.
The American people don't know that GENERAL ORDER NUMBER ONE for both the wars in Iraq and Afghanistan was and continues to be:
NO ALCOHOL!

Of all the rules and guidance the military leadership could have made the top priority for the longest wars in American history, it decided to put the prohibition of alcohol at the top of the list.
Not that I'm in favor of drinking in a combat theater, but I would think that RULE NUMBER ONE would be something more inspirational, like:

Once upon a time, when I was in the service, getting a permanent overseas duty station was the ultimate privilege and any minor infraction would get you a transfer back to the states and end your shore rotation.
This is what happens when discipline is applied unevenly.

I was in Japan in 2013 working with NMCI on the marine bases there and around that time there was a rape that happened but even though we were contractors we officially could not drink alcohol and had a curfew too, but it did not stop us from doing it :).
