Thanks for the reference, but that looks like an opinion by a court. As an opinion, it has no force of law. Only a legislature can pass a law.

It was a bunch of court opinions. I don’t know what you mean by has no force of law. My point is that courts won’t find the police liable for inaction. I know of no statute on that point, on account of it’s the court’s prerogative to apply legal principles that the courts invent.
