It was a bunch of court opinions. I don’t know what you mean by has no force of law. My point is that courts won’t find the police liable for inaction. I know of no statute on that point, on account of it’s the court’s prerogative to apply legal principles that the courts invent.

Yes, we agree. It’s a court’s opinion. Nothing more.

A judicial opinion is not law and never can be. Courts cannot write law. The only way a court’s opinion can become law is if a legislature agrees with a court’s opinion and passes legislation that agrees with whatever that court’s opinion may be.
