The USN helped win the Cold War against a much more formidable adversary in the USSR. I do not remember any public whining like this. Today it seems many of our military leaders have become drama queens.
I have many concerns for our USN but they are internal and stem from the current political leadership.
With good reason.
However, it's my understanding that our anti-submarine capabilities, in particular, have been seriously degraded.
For example, there's nowhere near the number of P-3s prowling the coast.
