This is a bit dated but may have to do with the Clinton Foundation. Notice that the article implies that after having collected all the donations the hospital won't be built for 7 years after all the money has been collected.

Those 2 ladies Diamond and Silk went on a very recent rant about this. (https://www.youtube.com/watch?v=SOsBBVzgjqM) I suspect that this $84 hospital project is allegedly being tied up by the Clinton Foundation.

What's the point? You have not guessed yet? Compare this 7 year delay in disbursing the funds from what may have come from the Clinton Foundation to what Trump has gone through in not having disbursed $5.6 million in just a few months.
