IRS Commissioner John Koskinen was a no show Tuesday for a House Judiciary hearing accusing him of misconduct.
That didn't stop lawmakers from blasting Koskinen and calling for his impeachment.
The hearing stems from a 2013 investigation into IRS official Lois Lerner. Lerner was accused of unfairly targeting conservative and tea party groups by delaying their requests for tax-exempt status.
Koskinen, who was brought in by President Barack Obama after the scandal unfolded, promised to provide key evidence, including thousands of Lerner's emails to assist Congress in their investigation.
Tapes obtaining those emails were destroyed. Although many of the emails were eventually recovered, Koskinen has been accused of lying to Congress about the destruction of those emails.
"Providing false testimony before Congress comes with a consequence, or at least it should. Mr. Koskinen did not tell the truth to Congress. He provided false testimony and failed to comply with the subpoena," Utah Representative Jason Chaffetz charged.
House Democrats maintain that impeachment would be impossible and there is no punishment for mismanagement.
In lieu of his absence, Koskinen sent a written letter but House Republicans refused to have it read.
"John Koskinen was invited to testify today and declined. This is a self-serving statement of someone who chose not to be here, but tomorrow will be in front of another committee," Rep. Darrell Issa, R-Calif., said.
The IRS also released a statement saying that Koskinen's absence was due to an already "crowded schedule."
Koskinen was preparing for a separate hearing to take place Wednesday before The House Ways and Means Committee.
Congress needs to file a contempt of congress charge this week.

Has there ever been a more pathetic bunch of losers in the history of the world than the current crop of Republicans in the House and Senate?
Good for him. I totally agree. Congress refuses to use the only power it has and never enforces anything. I’d flip em the finger and laugh too.
This arrogant POS needs to see the inside of a cell and loose any federal retirement coming his way.
The same oligarchs who own the current criminal regime also own most of the congress critters, so this is all kabuki theatre.
Our government is the potent, the omnipresent teacher. For good or for ill, it teaches the whole people by its example. If the government becomes a law-breaker, it breeds contempt for law; it invites every man to become a law unto himself; it invites anarchy.
Louis D. Brandeis
Enough talk! Just impeach him already. Wish it was Obama.
Pssst, Lois. You don't haf to tell zeez svine anysing. Chust remember zot Herr Obama und I haf your beck. But if you screw up, bitte remember zot ve know vere you lif!
If they were serious, they’d stop with the BS hearings, and drag both Lerner and C@cks**ker into a jail cell.
Lerner and Koskinen have shown nothing but contempt for Congress. They should have been jailed by the House. They can still be jailed.
The Republicans allow Congress to be treated like a doormat.
Koskinen coming across as a criminal...
Koskinen’s coming across as a criminal...
Probably had an appointment to get his head buffed:
He looks like a space alien right out of one of those mysterious pods!

Whatever. Congress talks a good game but does nothing. Louis Lerner is still walking free. Koskinen understands that the GOP Congressional leadership are a bunch of wimps that can be ignored.
If they can’t impeach an out of control govt agency head then the entire system is broken and needs to be shut down.
Put a hat on him and he looks like that creepy guy in Poltergeist 2.
