No. The personal preferences of the “delegates” don’t count. The national convention chair counts the first ballot bound delegate votes of a state based on the primary election allocation, not by the delegate’s personal preference. Bound delegates don’t even need to attend to have their votes counted on the first ballot.
All the delegates have to support Trump on the first ballot if he wins today’s primary and goes into the convention either with 1,237 or very close. It’s all moot because he’ll already have 1,237 before the convention.
There’s a 20% floor in Washington to share in the 14 proportional delegates.
50% gets all 3 delegates of the 10 CDs. You have to hit 20% to get a delegate if a candidate falls below 50% in a CD.
Realistically, Trumps should sweep all 44 delegates under these rules.
