It was supposed to be the Horst Wessel Lied, the Nazi Party song. But the Horst Wessel Lied was copyrighted, and to show the film in neutral countries, the studio would have had to pay royalties to the Nazis. So it was changed to Die Wacht am Rhein, which long predates the Nazis and was public domain.
