I knew from the start that it was more of a campaign slogan than a policy proposal. But from that starting point it’s certainly possible to construct a constitutional, effective, fair policy that would severely limit immigration from population that include a disproportionate number of terrorists. It’s not Trump’s job to figure out the details of that; there will be phalanxes of various kinds of experts who will slave night and day to come up with something. The point is his priority is protecting us, not the would-be immigrants.
But it was so over the top, everyone understood it was an exaggerated expression of his deep concern about the Muslim threat.
That concern hasn’t changed has it?

I couldn’t agree more. We desperately need a break from immigration, legal and illegal.
He can write an EO to halt Muslim immigration for National security reasons. No judge can make him let Isis into the US if it endangers the US with terrorism and war.
Looks to me that he’s going to be a disappointment. We’ll see.

His first statement was pretty clear on what he wanted to do and why...just like you posted...I agree with it...
Now it’s a Suggestion....because it’s almost impossible to implement...
He changed his position....not very surprising, expect lots more position changes as he gets to understand how Congress works and the Byzantine laws we operate under, some by legislation or court ordered...
For some strange reason his most ardent supporters think he can bypass Congress, current laws, court decisions to keep his promises...
I’m sure he will try, but it’s a huge task to make good on promises he made off the top of his head...
Banning muslims is legal under the Immigration and Nationality Act (1952), which gives the president authority to suspend the entry of any and all aliens deemed detrimental to U.S. interests:
Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.
I think people need to recognize that part of “The Art of the Deal” includes telling people things that fit in with their perception (for example a “wall” - it might be more like a fence, or even just stronger security - but some people think of a 50-foot tall wall like the Great Wall of China).
The other is start your negotiations high. So even while legal to ban all muslims, it is probably unrealistic. Just as it is probably unrealistic to round up all the illegals and put them on ships back home. Weeding out the worst of them would be a start.
Trump thinks from the general to the specific.
