Comey is the most powerful person in the US right now. He can determine the future of the US for the next 4-8 years. If Obama continues to direct Lynch to not indict Clinton, Comey can have the files released by someone or resign or both and reveal even to the satisfaction of female democrats what a criminal Clinton is.
