I have many years working for 3 letter DoD intelligence agencies—see my profile...

This is horrible parsing and, I believe, in a court of law, would be considered perjurous.

If you take an appropriately marked classified document and simply type the contents into say, and email or attached document to send out on a non-secure system without including the original classification markers, you have committed a crime.

US Code 10: 10 years jail; $10,000 fine.

Nobody, including alleged SOS, is above this law.
