Cruz is a spoiler. He pulled the same thing in the Senate a few times. He’s a one man show....and that doesn’t work. It causes chaos.
I've read that he is very unpopular among his cohorts. In fact, Boehner called him "Lucifer in the flesh." I can't imagine how a president hated by the house and senate can get anything done.
