Wanted: A Safer Anti-Aircraft Missile for Syrian Rebels

As the Syrian cease-fire unravels, U.S. officials have indicated that they may be willing to provide Syrian rebel groups with the kind of sophisticated, shoulder-fired anti-aircraft weaponry that just might turn the tide in the five-year-old conflict. But it will do so if, and only if, those weapons include a safety mechanism that restricts where and when they can be used, Foreign Policy reports.
Syrian rebel groups have long clamored for shoulder-fired anti-aircraft weaponsknown as man-portable air defense systems, or MANPADS for shortthat could blunt the devastating toll Russian and Syrian regime fighter jets and helicopters are taking on rebel forces. But MANPADS dont distinguish between military and civilian aircraft, raising fears that such weapons could fall into the hands of extremist groups that could use the weapons to target civilian airliners or other aircraft outside of the Syrian conflict zone.
Getting the right technology into moderate rebels hands while limiting the proliferation of dangerous weaponry represents exactly the kind of engineering problem that has spurred the U.S. defense and intelligence communities to cozy up to Silicon Valley in recent months. For the idea to work, the CIA will need to quickly develop and deploy some kind of anti-aircraft system that it can both turn over to an outside group and still control somewhat by restricting where it can be used, when it can be used, or both.

We dont need to provide high tech weapons to Jihadi to beat ISIS
All we need to do is have our attack aircraft drop their bombs on ISIS on 95% of their flights instead of the current 35% of the time

This is probably just me, but if you can’t trust someone with an anti-aircraft missile..... forever....... maybe you shouldn’t just give them an anti-aircraft missile. I’m kind of a free thinker that way

There has been location-aware hardware for some time. One would think the military has been using the technique.
A device knows where it is and won’t function if it is in the wrong place. i.e. You could make a pay-TV decoder device that will only work at a specific address.
Trying to use it in the wrong place can emit an rf signal that is picked up by satellite to alert whoever is interested that someone is playing with something where they shouldn’t be.
This is simple embedded systems work.
Nothing would stop you from placing such functions into military gear.... you could set it so it would NOT function in the CONUS.
It was considered by the FAA to add a restriction on larger drones to make them location-aware and unable to function near any US airport.... easy stuff to do.
BULLCRAP — The safest anti-aircraft missile for Syrian Rebels is THE ONE YOU DON’T GIVE THEM.
As sophisticated as the terrorists have gotten with computers and cell phones, they should be able to find a work around in, ooooooh, 2 maybe 3 minutes.
What I would like to see is whether it is possible to build land mines that expire after a given period like a year, or 2 years, or else that can be turned off with a radio or cell phone signal when the war is over. So many needless injuries and deaths with mines, the bomb that keeps on giving.
